Average Ayer FY’13 homeowner water/sewer bill to climb total of $26.24

AYER – The Ayer Board of Selectmen voted Tuesday to follow the recommendation of the Water and Sewer Rate Committee and set the water and sewer rates for Fiscal Year 2013 (July 1, 2012 through June 30, 2013).

The semi-annual water bill for the average homeowner is expected to climb $3.92 from $90.08 to $94.00 (or double that for the annual rate – the average homeowner water bill will climb from $180.16 to $188.00 – a $7.84 water bill increase next year). The semi-annual water bill is based on average water usage of 4,000 cubic feet of water (or 8,000 cubic feet for the full year).

The semi-annual sewer bill for the average homeowner is expected to climb $9.20 from $241.60 to $250.80 (or double that for the annual rate- the average homeowner sewer bill will climb from $483.20 to $501.60 – an $18.40 sewer bill increase next year). The semi-annual sewer bill is based on average sewer usage of 4,000 cubic feet of sewerage (or 8,000 cubic feet for the full year).

The Rate Committee also made other recommendations to the selectmen. The committee stated it was ‘frustrated” with the selectmen’s “inconsistent waiver of fees to certain developers” and encouraged a more consistent application of water and sewer fees.

The Committee also encouraged the development of a policy and procedures that would permit the town to shut-off water in the event of non-payment by a rate payer.

Town Administrator Robert Pontbriand made the annual presentation to the selectmen on the water and sewer rates. Pontbriand said greater collections on past due water and sewer accounts not only lowers the collective burden on other rate payers, but also permits capital improvements to streamline efficiencies in the water and sewer works to proceed.

In further detail, the water and sewer rates will increase as follows:

The Step 1 water rate, now $2.27 per 6,000 cubic feet of water used, will climb 3.52 percent to $2.35. The Step 2 water rate will climb 3.55 percent from $2.82 to $2.92. And the Step 3 water rate will climb 3.6 percent from $3.33 to $3.45.

The Step 1 sewer rate, now $6.04 per 6,000 cubic feet of sewerage, will climb 3.81 percent to $6.27. The Step 2 sewer rate will climb 3.76 percent from $6.92 to $7.18. And the Step 3 sewer rate will climb 3.81 percent from $7.87 to $8.17.
