November election results are in and the winner again is -- apathy, by a landslide. That was certainly the case in Lowell, where despite the most hotly contested issue in recent memory -- whether to renovate the existing downtown high school or build a new Lowell High School off Route 38 -- only a paltry 21 percent of the 65,000 registered
